Providing Aboriginal Culturally Sensitive Protocol

Manitoba E-Association Inc. (MB E) is pleased to announce the successful approval for funding under the Office of Learning Technologies (OLT) Program through Human Resources and Social Development (HRSD).

In 1996 the federal government established the Office of Learning Technologies (OLT) as a partner in building a culture of lifelong learning.

The OLT works to raise awareness of the opportunities, challenges and benefits of technology-based learning and to act as a catalyst for innovation in the area of technology-enabled learning and skills development. Our OLT project vision includes a number of goals, objectives and activities. It is evident that there is an opportunity to capitalize on this vision to ensure that the effect of the digital divide on First Nation Communities in Manitoba is minimized. Through a partnership with Sioux Valley Dakota Nation, the goals and objectives that we are proposing includes:



1. By working with Sioux Valley Dakota Nation the goal is to develop a strategy, through the use of technology and applications that will enable learning, skills development and community capacity building which will be shared with other First Nations Communities within Manitoba.

2. By working with Sioux Valley Dakota Nation the goal is to introduce tools and resources that will promote inclusive alternative learning objects in order to bridge the gap of the digital divide and will be shared with other First Nations Communities within Manitoba.

3. By working with Sioux Valley Dakota Nation the goal is to assist in developing, testing and providing skills-training and suitable employment placement through a mentorship program in the Information, Communications and Technology (ICT) sector and will be shared with other First Nations Communities within Manitoba. MB E has also decided to work collaboratively with Canupawakpa Dakota Nation to provide some of the same deliverables that we are rolling out into Sioux Valley Dakota Nation. We feel that an enhanced partnership with an additional First Nations Community in Southwestern Manitoba will ensure that we are developing "user-friendly" products for future First Nations Communities.

The project ensures inclusion while establishing a number of learning technologies that can be utilized within the community. The special ingredient for this initiative is to provide a culturally sensitive aboriginal component that can be shared with other First Nations Communities in Manitoba and throughout Canada. These objectives will be obtained through multiple training approaches such as using Interactive CD-ROM's, Video broadcasting and computer-based training. In addition, Sioux Valley Dakota Nation will increase awareness of their sensitive culture and be able to share with other aboriginal and non-aboriginal communities.

MB E will be introducing a variety of components for this project in particular. Our organization and the First Nations Communities also feel that Asset Mapping will be an important step. We anticipate that the Asset Mapping will:

a) Discover talents, skills, and knowledge of people
b) Provide each community with an inventory of tangible and intangible assets
c) Discover strengths and resources
d) Discover the cultural knowledge & traditions of people & groups
e) Discover more about the environment
f)  Discover the connections between people
g) Build relationships & partnerships within and outside the community
h) Link people and their knowledge and skills to the community
i)  See relationships between community projects, activities and programs
j)  Discover connections between ideas, solutions and opportunities
k) Connect cultural knowledge and traditions on the path to building a new future
l)  Form stronger relationships and partnerships
m)Solve problems and identify new opportunities
n) Use what is known in each community to bring in additional resources
o) Invite others to take pride in improving quality of life
p) Create opportunities for the future from the communities visions
q) Respect cultural knowledge and traditions as a bridge for the future

This OLT Project will have a significant impact on these 2 communities. In total, the impact is approximately $1-million dollars over a 3-year period. The project has commenced on June 1, 2005 and is expected to be completed by May 31, 2008.
